Oregon Gun Laws Target AZ & UT ?

Do the Oregon Gun Laws target Arizona and Utah CCW permit holders?
Thats what it loked like at first, but with a little research it turns out no states have official CCW Reciprocity with Oregon because of the way OR CHL laws is set up.
In Oregon CHL permits are issued by the state, but approved (or denied) by the county sherrif
